Residents have increasingly expressed anger at Florida Power & Light, the only electricity company on the East coast of Florida, for what they say was inadequate planning or structural reinforcements before the storm.

"Every call made to the governor from facility management was referred to the Agency for Health Care Administration and the Florida Department of Health and quickly returned", a spokesperson for Scott's office John Tupps said.

By then, the main air conditioning system had been down for 53 hours, and within four hours the first of eight residents had died. That patient was transported to a hospital, police said.

Numerous patients were placed on stretchers and taken to Memorial Regional Hospital. The workers get them from a nearby hospital. Police used city trolleys to transport residents of Krystal Bay Nursing and Rehabilitation Center to another facility, a spokesman said.

Officials in Hollywood said at least six people died and 115 people were evacuated from Rehabilitation Center at Hollywood Hills, located about 20 miles north of Miami.

The Florida Keys were particularly hard hit, with federal officials saying that 25 percent of homes were destroyed and 65 percent suffered major damage when Irma barreled ashore on Sunday as a Category 4 hurricane.

Most of South Florida remains in the dark after Hurricane Irma, and with each day that passes without power, tragedies become more likely.

Of those killed were eight patients at a Hollywood nursing home who spent days in sweltering heat after Irma knocked out their air conditioning.

When asked why the patients hadn't been taken across the street to Memorial Regional hospital when temperatures became risky, Hollywood city spokeswoman Rayelin Storey said, "We can't get inside the heads of the staff and the administrators of this facility".

The Florida Health Care Association called Wednesday's deaths a "profound tragedy within the larger tragedy of Hurricane Irma ". More than 6.5 million homes and businesses lost electricity in Florida, and fuel shortages plagued much of the state.

During the sweep, firefighters have evacuated 122 people from two assisted-living centers near Orlando that had been without power since Hurricane Irma.

The Centers for Medicare and Medicaid Services, which regulates nursing homes, gives the Hollywood centre a below-average rating, two stars on its five-star scale. "This facility was not listed as a top critical infrastructure, top-tier critical infrastructure facility, and that's what we work with the counties, for them to help identify those facilities", said Gould.

Family members of the patients can call (954) 265-1074 to check on the status of their loved ones.

Carballo said the nursing home had a working generator and never completely lost power.
