A local court on Friday framed charges of abduction and wrongfully restraining and stalking a woman, against Vikas Barala, son of Haryana BJP chief Subhash Barala, and his friend, Ashish Kumar.

The judicial magistrate court of Barjinder Pal Singh, pronouncing the order, stated that all the charges in the FIR have been added in the charge-sheet filed by the police. The court fixed the next date of hearing to 27th of this month.

Both were arrested on August 9 after 29-year-old Varnika Kundu, daughter of a senior Indian Administrative Service officer of Haryana, lodged a case with Chandigarh Police that the two, in an inebriated condition, stalked and intimidated her and tried to abduct her on August 4-5 night.

The arguments for framing of charges lasted for over an hour on Wednesday when defence counsel pleaded that the kidnapping charges should be removed as it was only a case of stalking as per allegations.

The duo was first arrested on August 5 on the complaint of Varnika Kundu, but they were soon released on bail as they were booked under bailable sections of the IPC and the Motor Vehicles Act.

Meanwhile, in California, Attorney General Xavier Becerra said he similarly expected to file a suit to have the payments continue. The Justice Department said in court papers on Friday that the government would not make payments scheduled for October 18.

The two men were chargesheeted on September 21, 42 days after the incident took place.
