The diploma becomes an issue because the new federal Every Student Succeeds Act requires school districts and states to calculate their high school graduation rates based on the high school diploma earned by the majority of graduates, Cain said.
For current high school students, those graduating in 2019, 2020, 2021, or 2022, ISTEP 10/End-of-Course Assessments will continue to be used as the graduation qualifying examination.
